Chapter IV of Crusader Kings III is releasing on April 28. It's all about the Khans of the Steppe and there is a lot of new content to be added to the game. One of these is the introduction of nomads to the game.
While nomads can grow stronger over time, there's a chance they'll struggle while initially building their power. To make sure that nomads, and even tribals, can feel safe, the game is introducing Confederations.
A Quick Background
According to Paradox Interactive, their inspiration for this feature was when they visited Tallinn, Estonia. One of the exhibits they visited asked the question of why Estonia never became a kingdom. As it turns out, there were kings in Estonia. However, these were only temporary figures and never united all the tribes under one lasting policy.
How this feature works is that players are given a Decision where they can offer Confederation to other rulers. Should players be able to create a Confederation, they'll have to follow certain rules. For example, Confederates are always required to join each other's Defensive Wars. They're also not allowed to raid or even declare war on each other.
While this an interesting feature, it should be noted that Confederations is going to be fleeting. That's because it mainly functions as a deterrent to powerful neighbors. What this means is that these are created as a response to having major powers at the borders.
